The Senate overwhelmingly passed a sweeping $95 billion package that includes aid for key U.S. allies and that lays the groundwork for a a ban on the popular video app TikTok. Biden celebrated the passage, signaling he will soon it when it reaches his desk. NBC’s Ryan Nobles reports for TODAY.
